The following policies shall govern development in the Urban Village Upham Beach Infill District.
Policy 1: Urban and architectural design features are equally important for all street sides of buildings.
Policy 2: Redevelopment and new construction shall be compatible with and contribute to pedestrian vitality and human scale of the area.
Policy 3: A mixture of residential and transient accommodation uses shall be encouraged.
Primary uses - Residential and transient accommodations.
Secondary uses - None.
Density/Intensity Standards - Shall include the following:
Residential use – Shall not exceed 24 dwelling units per acre.
In addition to any density and intensity which may be allowed, the city shall also establish a reserve of units, not to exceed 50 total transient accommodation units for the entire Urban Village Upham Beach Infill District, which shall be allocated by ordinance of the City Commission upon request of an individual property owner. Such allocation shall not exceed ten (10) units per acre, nor a total of 10 units per redevelopment project. The remaining number of available reserve transient accommodation units shall be specified in each City Commission ordinance allocating such units and each such ordinance shall provide that no units beyond those remaining available shall be allocated to any subsequent project. This limitation shall be absolute and shall apply regardless of the proposed size or density of the project requesting such allocation. Such units shall be established exclusive of any other use provide for in the district.
