Town Center Core District

The following policies shall govern development in the Town Center Core District.

Policy 1: Urban and architectural design features are equally important for all street sides of buildings.

Policy 2: Redevelopment and new construction shall be compatible with and contribute to pedestrian vitality and human scale of the area.

Policy 3: Driveways shall be discouraged on Corey and 75th Avenues to ensure a pedestrian-friendly and safe environment.

Policy 4: Redevelopment of the former City Hall site shall be in accordance with citizen input and compatible with the other uses on the site.

Policy 5: Non-residential uses shall be on the ground floor and the primary component of every development in the downtown; residential uses shall be secondary to the overall project.

Policy 6: Parking shall be located to the side or rear of properties.

Primary uses - Small-scale commercial and office.

Secondary uses - Residential.

Density/Intensity Standards - Shall include the following:

Residential use – Shall not exceed 15 dwelling units per acre.

Other uses – Shall not exceed a floor area ratio of 1.00 with no residential component or 0.65 with a residential component as a bonus.

A maximum impervious surface ration of 0.90 is permitted.

In addition to any density and intensity which may be allowed, the city shall also establish a reserve of units, not to exceed 50 total transient accommodation units for the entire Town Center Core District, which shall be allocated by ordinance of the City Commission upon request of an individual property owner. Such allocation shall not exceed ten (10 units per acre, nor a total of 10 units per redevelopment project. The remaining number of available reserve transient accommodation units shall be specified in each City Commission ordinance allocating such units and each such ordinance shall provide that no units beyond those remaining available shall be allocated to any subsequent project. This limitation shall be absolute and shall apply regardless of the proposed size or density of the project requesting such allocation. Such units shall be established exclusive of any other use provided for in the district.
