Division 17. INS Institutional District.
Section 17.1. Purpose and intent. The INS Institutional District is intended for those areas designated within the INS Institutional land use category on the Future Land Use Maps. Section 17.2. Permitted principal uses and structures. (a) Places of worship with fewer than 100 seats in the main sanctuary. (b) Utility substations and/or rights-of-way. (c) Public facilities, including public parks and other public recreational uses. Section 17.3. Allowable conditional uses. Subject to the provisions or restrictions contained in this section and elsewhere in this code, allowable conditional uses in the INS Institutional District are as follows. (a) Places of worship with 100 seats or more in the main sanctuary. (b) Residential structures as an ancillary use to the institution. (c) Commercial docks – Classes B and C only. (d) Clubs, private and community service. (e) Schools, public, private or charter. Section 17.4. Prohibited uses and structures. >All uses and structures not of a nature specifically or provisionally permitted herein are hereby prohibited in the INS Institutional District. Any use which has been determined under the provisions of Chapter 46 of the Code of Ordinances to be potentially noxious, dangerous or offensive to residents of the district or to those who pass by on public roadways or likely for other reasons to be incompatible with the character of the district, is hereby prohibited in the INS Institutional District. Section 17.5. Other standards. (a) Performance standards. In order to minimize effects on the surrounding residential area the following standards shall apply:
(b) Locational criteria. In keeping with the purpose and intent of this district, it may be appropriate to locate this district in or near residential areas so as to serve the community needs for religious, civic, limited educational or similar limited instutional functions. In reviewing request to locate this district, the potential impacts of traffic, noise, neighborhood disruption, operational characteristics and similar potentially adverse effects on the surrunding neighborhood shall be considered. Where it is found that the uses permitted by this district may cause these adverse effects and where the restriction and performance standards of the district would not reasonably protect the neighborhood from such effects, this district shall not be approved. Section 17.6. Minimum zoning lot requirements. (a) The minimum lot area and width requirements in the INS Instituional District are as follows:

Section 17.7. Minimum yard requirements. Required setbacks shall be as follows:
Section 17.8. Maximum height of structures. The maximum height for all structures shall be 30 feet, except for places of worship, which shall be allowed a maximum height of 50 feet. Purely aesthetic architectural features of places of worship, such as steeples, minarets, religious symbols and flag poles shall not count against the building height limits. Section 17.9. Minimum off-street parking requirements. [Superseded: See Division 23] Section 17.10. Landscaping required. All uses shall be landscaped in accordance with the provisions of Division 22 of this code. Section 17.11. Maximum floor area ratio. Maximum floor area ratio (FAR) for non-residential uses: 0.65 Section 17.12. Maximum impervious surface ratio. Maximum impervious surface ratio (ISR): 0.80 |
